INSTITUTIONAL CONSULTANCY TO DELIVER THE BASELINE FOR THE EVALUATION OF THE EARLY CHILDHOOD DEVELOPMENT (ECD) AND FAMILY MODELING PROGRAMME (2013-2018)

DURATION OF THE CONSULTANCY:

The consultancy will be for a period of 3.5 months. The consultancy team will be full time based in the UNICEF’s office. STUDY AREA The study will be conducted in 10 districts. UNICEF and partners have identified the 10 districts where the modeling of the ECD&F services. The eleven districts are from the 5 provinces and were selected according to given criteria. The approximate sample size is 800-1000.Control sites will also be chosen to provide a rigorous design to future evaluation.

The districts selected are: Kigali: Nyarugenge and Gasabo North: Gakenke and Gicumbi South: Nyamagabe and Ruhango West: Nyabihu and Nyamasheke East: Ngoma Rwamagana, and Kayonza

QUALIFICATION AND SPECIALIZED COMPETENCIES

The consultancy must consist of a multidisciplinary team due to the multi-sectoral dimension of early childhood development. The interested institution must have experienced personnel capacity in conducting comprehensive and holistic assessment of early childhood development, thus the requirement of a range of specialized skills. The institution must have cognate experience in development, implementation and assessment of public health interventions with evident capacity in conducting baseline assessments, surveys for health, nutrition or child development-related projects using qualitative and quantitative methods. The Team should include nominated Team Leader who bears the overall responsibility of the evaluation. In addition, the Team as whole should have expertise in the focal areas as described in the ToR. The team has to include at least Rwandan local expert. Teams having experts/members with expertise integrated ECCD are highly valued.

Team leader

Advanced university degree in one or more of the disciplines relevant to the following areas: Evaluation expertise, economics and social sciences. Understanding of early Childhood Development, Child Survival and Development, Education, Social Sciences, Public Health and/or Child Protection is important also.
Minimum five years of relevant work experience of which minimum two at national and international levels in field programmes relevant to ECD, Education and/or Child Survival and Development and/or Child Protection.
Excellent analytical and research skills with demonstrated technical report writing skills
Experience working in the UN or other international development organizations in the social sector or in national level development assistance and partnership support to government programmes and priorities is an asset.
Understanding of the integrated and cross-sectoral nature of ECD.
Demonstrated experience in designing and conducting baseline surveys, action research and health surveys and social development issues.
Demonstrated experience and expertise in designing and implementing multi-sectoral initiatives in partnership with a wide range of stakeholders including government and communities
Strategic thinking, strong analytical skills.
Expertise in statistical analysis and data management
Fluency in English a must and knowledge of French and Kinyarwanda an advantage.
Team will preferably include the following profiles:

Psychologist/Sociologist
Nutritionist/Health professional
Statistician -Data entry and analysis staff
Data collection Assistants
Response Proposal Specifications

A. Institutions interested in the consultancy must include in their application a detailed technical and financial proposal with the following components: Technical proposal (Critical issues for the assignment, detailed methodology and tools, activity plan, time frame etc.)

B. Financial proposal- Budget
C. Personnel capacity should be profiled with CVs, detailed experience on relevant issues, and task clearly allocated to Team members including clear responsibilities of local and international members.
